Our vision is simple: Prevention is the key to keeping individuals and families out of crisis. While emergency services for those already in crisis are vital, we focus on identifying and attaching lasting solutions to each obstacle along the way to extreme outcomes like homelessness, working to prevent crisis before it occurs. We are taking on our communities most difficult challenges at the roots. To do this, we shifted our role from a traditional competitive grants funding organization to that of a focused, strategic convener of community change. We are creating our community’s first true continuum of care for nonprofit services, aligning and investing in the most effective programs and addressing the most critical areas of need through community-minded, holistic strategies.
What is The Emergency Food & Shelter Program?
UWRF administers EFSP funds on behalf of the Department of Homeland Security. In 2020, Floyd County was allocated $34,773 for Phase 37, along with $49,557 in supplemental CARES funding to support local programs. Phase 38 has just been announced. Floyd County has been awarded $31,602 to support local emergency feeding and sheltering programs.

Under the terms of the grant from the National Board, local organizations chosen to receive funds must: 1) be private voluntary nonprofits or units of government with the capability to supplement and extend existing emergency food and shelter services, 2) have an accounting system and comply with program responsibilities and requirements, 3) practice nondiscrimination, 4) if they are a private voluntary organization, they must have a voluntary board. Please note: individuals in need of assistance may not apply directly for funds; rather, services will be provided through area non-profit agencies.
All applicants for Phase 37/CARES Supplemental Funding received awards. The following allocations were determined for PHASE 37/CARES by a volunteer board representative of EFSP National Board organizations and others: Hospitality House $10,000, Rome-Floyd YMCA $8,000, Summit Quest $5,000, Action Ministries Rome $15,337.50, Journey Food Pantry $15,337.50, Open Door Home $15,337.50, Salvation Army $15,337.50.
United Way of Rome & Floyd County (UWRF) phased out the Community Impact Grant program in 2019. Final awards to 7 fully-funded programs from 5 local nonprofit organizations were announced. Allocation of these awards began January 2020, renewable through December 2021. In 2022, UWRF will invest solely through priorities established by the Interagency Council on Preventing Homelessness.
